A logo is not a brand on its own – A brand is created considering the look of all items that will include the logo, this may be business cards, letterheads, brochures, flyers, email signature, website and for example; a vehicle sign. Once all other visual aspects of the brand have been created consistently it is only then that a brand design is complete.
A logo is an important part of the business as it is the core element of the business. The logo should be created first, but once it is created it is important that the same designer that created the logo creates all the other advertising mediums.

This is a huge mistake for any business as this can end up being more costly in the end.
